I have a shopify Ecommerce based on Canada and my USA cannot to the shipping working on the check out and they get this message “This order can’t be shipped to the address you entered. Review your address to ensure that all fields have been entered correctly and try again.”
Send to Canada : Work
Send to USA : Not working with error message
Send rest of the world : Not working with error message
I will put an attached screenshot regarding my shipment settings.

Typically, the error message, “Shipping not available in this location” is due to the rates that are offered within the General Shipping Profile, you can navigate to Settings > Shipping and Deliveries > Manage Rates to view the breakdown of shipping locations that you are offering. It can also be because the shipping zones under Shipping & Delivery are not configured.
In some cases, you will need to make sure that you are allowing your customers to complete the checkout based on the Weight or Price of the total order.

All of your shipping rates and zones do seem correct so the issue may not be there. There are a few different more areas that you can look at to try and figure out what needs to be changed:
- If you have multiple locations, verify that your products are in stock at the correct location, and that the correct location(s) are listed under the Shipping From section in your shipping profile. Here I have some examples from my test store of some shipping from some locations and not from others:
- Check whether there are any custom shipping profiles created (aka anything other than the General Profile) and if there are valid shipping zones/rates within those profiles.

Double-check your products are marked as being physical products that require shipping, and has proper weights assigned.

Ensure your packages meet Canada Post’s package requirements.

Check that your packages/products meet the requirements for the Canada Post rate you chose (for example, the Expedited Parcel™ - USA shipping rate is for bigger and heavier (under 30 kg) parcels to the U.S.).
