Shopify won’t let me upload documents (there is no upload button). When I tried on computer this screen does not appear at all.

Based on the screenshot you shared and the information you provided, I recommend creating a support request via the Shopify Help Center. This will be the next best step as you’re unable to use the upload function via desktop and mobile device.
To create a support request through the help center, you’ll need to log in to your store, follow the prompts and select the available support contact option. Our support team will need to authenticate your account to take a closer look to ensure you’re able to securely upload your documents.
