If so, I recommend confirming that the credit card can accept recurring international payments in USD. You can contact your bank and/or credit card provider for those details, as they will be able to provide further information.
If however, this has been confirmed and you continue to receive an error, please attempt the purchase with another credit card. Additionally, you can get in touch with your bank and/or credit card to confirm there’s nothing preventing the purchase from being completed.
