Cart Drawer is different between Safari, Chrome and Firefox

I am shopping for a theme with a pop-out cart drawer. I specifically, like the functionality that allows a user to change the quantity on the drawer. In this theme, the functionality works in Safari. But in Chrome and Firefox, the cart is a pop-up and not a drawer.

Is this a theme issue? Or a browser compatibility issue? Or something else?
