@StoreHelpNeeded both are completely different sections, hence it is difficult to add it before add to cart

You can check the blocks on product page in theme customizer, if these are just app blocks then you can move these above “buy buttons” block
If not, then try to reach app support they may help you to put these at appropriate place

SOME hypothetically may let you specify a element selector to control the position in that apps settings.
However most apps will not solve as most subscriptions apps inject the options ontop/under the add to cart button inside the product form.
Otherwise the theme needs a code customization to get better control of the personalization input.
