I am selling in Japan and need my whole website in Japnese, but just the part at the bottom of my website (“Quicklink”, “Research”, “Newsletter”) that is still in French (I’m in a french country).
Could anyone tell me how to do it?
Is it also possible to remove the “Powered by Shopify” tag?

For the language of your store, the best way is to contact Support and have them check for you.
