I am trying to move my Collection List widget to directly underneath the price on my product pages. What is the best way to do that? Is there some custom liquid code that I can add? Or are there different themes that would allow that? See zip file for what I mean.

‘Collection List’ is section, so you can’t move it quickly. This requires you to have experience with coding and it will be a complex requirement.
You should clone the section to show it as snippets.
Therefore I recommend you to hire an expert for it, because it will take a long time and it is difficult for someone else to guide you in detail.

This the same for different themes? Do they all treat ‘Collection List’ as a section?

Each theme will support different sections, so not all themes have a ‘Collection List’ section.
It will depend on the layout of each theme, there will be themes that support this.
