Complex shipping problem. Need to charge a flat rate based on SKU #

Hello, I will be shipping from several locations. My product sku’s have a format of XXXX-XXXXXX-X-XXXX, and the first four characters are determined by the ship-from location. For example, a SKU starting with 1000- would be my Denver warehouse, and 2000- would be my Louisville warehouse. I need to charge a flat rate of $10 (example) for each ship from location that appears in an order. For example, if there are 3 line items all starting with 1000-, shipping is $10. If there are 4 line items, 3 starting with 1000- and 1 starting with 2000-, shipping is $20. Ship from locations are managed in Shipstation, managing through Shopify is not an option. Shipstation automation rules do not support orders with multiple SKU’s

Question: Is there a Shopify app that can support this? If not, are there any suggestions for a developer that could handle this?

Our app provides you with the ability to setup rates according to SKU.

You need to setup rules like this in our app -
Rule 1 - If cart contains product with SKU that starts with 1000-, then Shipping is $10.
Rule 2 - If cart contains product with SKU that starts with 2000-, then Shipping is $10.
.
.
Rule n - If cart contains product with SKU that starts with n000-, then Shipping is $10.

Additionally, you need to ensure that in each rule, the name of the shipping rate is exactly same. That will add up the rates when more than 1 rule is satisfied.

For example, if cart contains 1000- and 2000- products, then rule 1 and 2 will get satisfied and the final shipping rate would be $10 + $10 = $20.

Another solution is to have different shipping profiles for products from each warehouse. You can configure flat rates for each shipping profile. When customers order products from different shipping profiles, the shipping rates will be combined.

No app is required, and you do not need to enable CCS for this solution.
