So I’ve been creating a store with the goal of transferring it to someone else, but at some point the site was set to developer preview and can no longer be transferred. As far as I am aware there is no way to undo this. It seems my only option is to take every feature, product, page, and bit of code, and move it to a new site but I don’t know how I would do this. As far as I’ve checked there is no feature being used that warrants the need for developer preview. I’ve tried exporting the theme as a zip and importing it to a new site but it does not export navigation, pages, and other features. Is there a way I can move everything from one site to a newly created one? The goal is to avoid recreating anything from scratch. Or better yet is there a way to take the site out of developer preview? Thanks in advance.

There’s no way to bulk copy (or migrate) the store with just one task; it’ll be a multi-step process.

You’d have to manually export the theme from the current store and import it to the new store.

You’ll need to re-upload any images the theme is using (after exporting the theme as a zip).

If the theme is a paid theme, you’d need to purchase a new copy/license for it on the new store

You’d need to re-setup the navigation menus, shipping rates, brand settings, payment gateways, tax rates, legal policies, and any other back-end settings.

You’d need to export your products to CSV, then import them to the new store.

You’d need to manually re-create the collections (unless you’re planning to use an API or migration tool to migrate the products/collections data).

You’d need to re-add and setup any apps that you’re using
As for changing the development store out of “preview mode” goes – “the store can’t be transferred to another owner or transitioned to a paid plan.”

It does warn you about this when you first go to create the development store (you must of missed the message/warning).
You’re going to have to do some manual work here, or else hire a Shopify Partner to do it for you. I could help with this, if you’re looking to hire someone.

You will probably have to transfer all store settings, those outside the theme files.
If it is just a development store and you do not have developer preview enabled (has advanced/unreleased features, why it can’t be transferred) you can transfer ownership of the store. To do this, follow the guide here:
