Has anyone experienced this kind of issue? I “tried again”, tried reauthorizing the account, tried a different partner account, tried using a staff account - the same result.

I am getting the same issue, did you manage to solve it?
No…
This was failing for me in Chrome. Tried Firefox and it worked.
If all else fails I’d say try clearing your browser cache or opening a private window and retrying.
