Coupon codes on draft order (building a bundle)

I feel like I am going round and round in circles. Our company upgraded to shopify plus after being told repeatedly by our shopify sales rep that plus would solve the issues we were having with basic shopify. That was completely incorrect and I am super frustrated with the lack of assistance I am getting from shopify support. Not having this functionality has basically made the upgrade completely worthless for us.

In any case, if anyone has apps that can help fix our issues below I would LOVE to hear them.

  1. We need to build bundles that have multiple SKUs in a bundle and each SKU (product) is taxed SEPARATELY in checkout. This is because we have some products that have to be bundled but are taxed differently in different states. We have discovered that Bundle Builder has this capability (THANK YOU BUNDLE BUILDER), but we still have a second issue…

  2. Second issue is that bundle builder uses draft orders to accomplish #1 so now we can’t offer coupon codes or additional discounts on those bundles. Has anyone figured out a workaround for the draft order coupon code issue?
