Create reusable product option values not bound ("connected") to a pre-defined Shopify category

What I’ve learned: I can assign a Shopify category (e.g., Cardstock in Cardstock & Scrapbooking Paper) to a product, and that category might have associated “industry standard” metafields. Then, when I create a new product option for the product, I can choose to “connect” one of the category metafields (e.g., shopify.paper-size) and utilize its standardized values (e.g., A1, A2, A3, …). Once created, any other product I create with that same category will/can pick up that same option and values. I think of this as a reusable option & values.

Question: Is it possible to create a reusable product option and set of values, but without associating the product to a pre-defined category (like in the above example)? I want to just define a named metafield, give it a list type for the option values, and then use that named metafield as a product option in various products which have no category assigned to them? I’ve tried several variations and haven’t found success. Maybe this isn’t possible.
