Is there a way (or an app) that allows for re-using product variants? I have a bunch of products that have the same set of color variants. So, if entering those for each product is the only way, I can do that, but it would be nice to be able to create a “set” of variants and then use that set on multiple products.

In your case, I suggest you can use the function importing multiple products through CSV of Shopify. Of course you can use an app to fulfill the job, however, all applications that allow you to add multiple variant options will charge you through number of orders, or number of products you add through the app.
So after taking a look at the guide to use CSV for importing/exporting products, I found it fits your requirement that you can easily re-use all product variants set, and only change the name of product. If you have existent product with the perfect variants set, you can export the product and then change the name of product to re-import file on Shopify as new product. I installed this app today (15 day trial, then $8.99 / month) and so far it appears to meet my needs. It has option sets that I can create once and use on many products, which is just what I needed. Wanted to share in case anyone else has the same needs. Thanks!
