Creating a Collection - How do I "not include" when creating a collection?

I want to create a collection that includes all other collections except for one. I would like set the condition to say Product tag is not equal to… but the only option I am getting is, “is equal to”. I saw in other discussions “not equal to” as an option. Why don’t I have this option and how do I get it? If I can’t, how do I exclude a certain collection from being in this collection? Thank you.
