Customer registration using OTP and Give only 1 time physical product to unique customer

Hi All,

I have following requirement, how I can setup

(1) Multiple users has to register each customer unique ID would be their mobile number that has to be registered using OTP verficaiton

(2) I have my physical promotion product, I have to give only 1 time to that unique user , if they meet again to my team during other event. They should not get the product once they have received.

How I can achieve this, any detailed help would be appreciated.
