We are looking for an app that will allow customers to submit a collecti product to sell to us and we can make offer. The customer would upload a description and image and then we would make an offer.

Nothing described actually needs an app and can be done with customizing a copy of the contact form in all themes.
Aside from large file uploads which can requires third party services.
DIY: if the store has a shopify-magic/sidekick compatable theme ask the bot assistant to generate a section of the technical requirements.
Or if available the entire theme.
For apps this can just be done with any old form app or a request for quotes type of app.

Other apps may be needed to handle file uploads.
Further shopify does not have a reverse payout system to distribute money to “customers”.
So third party services are needed for that or possibly “vendor marketplace” types of apps.
Aside, if your not actually selling anything through shopify then shopify is massive overkill for a business model that just takes form submissions.
