Dawn - How do I create an anchor link (link to a section on another page)?

Hi, I’m using the Dawn theme.

Below the login button, instead of “create an account” link, I changed it to “don’t have an account yet?”

After clicking it, I want to refer that link to an anchor link (link to a section on another page).

I believe I need to change the code line in row 129 on customers/login.liquid file

How can we solve that problem?
