Despite settings that offer free shipping over $40 , Shopify still charges shipping on a few orders

Hi all!

We’ve recently had a couple emails come in saying that despite our shipping settings outlining that all orders over $40 have free shipping, customers are still being charged for shipping. After going through shipping data, I found that there are at least a few instances of this happening over the past few months. Of the 5 instance I found, there was no consistency in product ordered or in destination (3 went to OR, 1 to WV, and 1 to CA)

I have looked through our settings and there is no indication that only certain products are covered by this shipping rule, nor is there evidence to suggest it has to do with destination.

Would love some help on this! It’s a problem we definitely don’t want our customers to have to deal with going forward.
