I have 2 different shipping rates
Clothing - flat $10 fee
Footwear - flat $15 fee
When customers buy both clothing and footwear I want the shipping to just be the flat $15 but they are being charged both shipping rates - so $25. I want them to only be charged the one fee (the footwear one)
Is there anyway for me to set this up?

I guess this is happening because of the multiple shipping profiles that you have created. When using multiple shipping profiles, if orders contain products from different profiles or locations, this will result in combined rates at the checkout. Currently, the only available workaround would be to use an app like **PH MultiCarrier Shipping Label **to set up more specific shipping rules.
The app allows you to set up flat rates based on your shipping profiles. In your scenario you can create three shipping rules:
Clothing - flat $10
Footwear - flat $15
Clothing + Footwear - flat $15
