Discount code only works vita promote link, not manual code

I just set up a manual discount code on my store where: if 2 of X product are added to the cart > then they get 25% off those 2 items.

This works fine when using the Promote link and adding 2 items to my cart, but it does not work if you just visit the site and add the 2 items to my cart followed by the code - I just get the error “discount code isn’t valid for the items in your cart”

I repeat, the promote link works fine, the manual entering of the coupon code does not. I did copy/paste the code exactly.

Any suggestions?
