Yes, any app with pricing plan will charge you. For maximum cases, you will get free trail so after that you will be charged.
Another thing, if you are on trail/developer plan, you can’t subscribe any paid app.
No, development stores cannot be charged for real money. Partner-friendly apps will only issue you a test charge. If the apps don’t issue you a test charge, you are forbidden to test paid plans
