We want to add new scopes to our app for new functionalities we are working on, so for the same do we need to send the app for review again or what’s the exact process here

If you have already passed application review process you don’t need to do that again. If you want to add additional features which requires more access scopes to be requested from your clients you can do that (keep in mind that your existing clients will need to approve new access scope request next time they open your app, so make sure you cover this scenario).
As for new features of existing app, make sure your app still meets shopify requirements, otherwise it may be suspended if shopify notice that you made changes exceeds shopify rules.
