Does a 3rd party payment provider have to pay any fees?

Hi all,

If I want to submit/provide a payment app/extension, is there any fee that I have to commit?

Is the transaction fee for merchants that use 3rd party payment provider applied for merchants only, or applied for the payment provider itself too?
