Simple question: does the Paypal Fee also decrease when I upgrade my Shopify Plan or is it independent?

The answer to your question is dependent on if you have Shopify Payments enabled or not. If you have Shopify Payments enabled, you’re orders paid for via PayPal are subjected to the Credit Card Fee associated with your Subscription Plan. So if you upgrade your plan, with this context, you can expect a decrease on the fees.
If you do not have Shopify Payments enabled in your store, you’re charged a transaction fee along with any sort of processing fee PayPal is charging you. Upgrading your plan reduces the transaction rate, but would have no effect on the processing fees PayPal is charging, as this is charged by them directly.
So long story short, you can expect a decrease in your fees if you upgrade your plan, but the decrease you experience is different depending on if you have Shopify Payments enabled or not.
