Does using a debit card avoid the 5,000 INR mandatory fee?

i wanted to ask that will 5,000 INR will be charged if i am using debit card to for pay for free trial 20 INR because when i am paying with UPI(Phonepe) its asking to pay 5,000 INR as a mandatory fee so can anybody tell me please that will i need to give the 5,000INR mandatory fee even if iam using debit card to pay instead of UPI
