This is currently available for shops in the United States only. Here’s a high level summary of how it works:

You specify the prices of your products in USD. If you were selling domestically, you would expect to get a payout of close to that amount minus a payments processing fee. Shopify will determine the correct price to sell your products to international buyers, to cover any taxes, duties, currency exchange, etc. So the buyer sees an all-inclusive price in their local currency, with no surprise fees showing up either at checkout or on delivery. You get the same thing that you get domestically: a payout of your specified price minus the standard payment processing fee.

This product was designed to make it easier for merchants to set all-inclusive international prices, without needing to do the math themselves. In particular, because this is part of the larger Managed Markets product, Shopify will not only calculate the international prices but will also use that higher price to pay duties and taxes for you - so those will not lower your expected margins. This is designed to offer an easy low-risk way to start selling internationally, avoiding the need to analyze prices and average duty and tax costs yourself.
