Edit Cart Popup Apply Discount Code feature

When something is added to someone’s cart, the cart popup displays the option to “APPLY” at the bottom of the window but there is no option to add a discount code and the button does not seem to be working. How do I access editing features to remove that button from the popup cart (it works fine from the final cart page).
