Edit header without editing menu bar in Dawn theme

I want to make the header of my store (from just below the logo and up) to match my custom image background I have on the announcement bar without effecting the menu.

I seem to have two problems 1) I can’t make the custom header background go the full width of the header section it leaves a big chunk at the left and the right and 2) I can’t change it without changing the Menu section, which I want to stay as it is the whole way across (sort of like a header bar on say a Wix website)

Any help is appreciated

Thank you, that fixed it! - I had to edit what you put a little bit though, I changed width from 100% to 150% and it worked a charm.
