My company decided to hire a partner for $12/hr who created the entire website using app extensions. It isn’t accessible and has poor SEO. This doesn’t feel like a best practice. We are supposed to be using Dawn 15. Is there any vetting to a partner’s performance or skill set? Is this the way that a store is supposed to be developed? Seems really incorrect to me, and I specialize in technical SEO.
You specialize in IT, so why can’t you do it? Get a theme, get some products, and start customizing. It’s not hard.
I specialize in technical SEO. Our IT guy did this behind my back without involving me. I am responsible for site performance and as far as I can tell, it will be worse than what we currently have. I just want to understand if making a site only of app extensions is a best practice.
No you don’t need any apps. The theme files are all you need. Apps bog it down and make it slow. Plus they have access and can really do some damage if they go rogue.
I’d delete all apps, get a brand new theme, and start fresh.
Everyone can join Shopify Partners – heck, you have a Shopify Partner badge next to your alias yourself.
There is no vetting.

Not sure what you mean by “created the entire website using app extensions”, but there is no single proper way to create an online store.
If you can share a link to this store (and preview password if one is set) people here will be able to better assess your situation.
Dawn itself should be accessible and SEO-friendly enough.
Finally, $12 is not much of an hourly rate. I’d say it’s rather a red flag usually.
