What does this error message mean? I have two stores where the owners have given me access to add , accept charges and manage app billing and I still receive this message.

Some permissions may be missing. You may ask the Owner to give you all permissions to the two stores.
If you want a user to install an app that has access to orders, the staff member must also have access to orders. The same should apply to all access scopes the app is requesting. You will need to have access to all of the resources your app is requesting.
