I’m trying to approve a native Shopify self-serve return request that a customer placed.
When clicking “Approve”, it gives me an error message.
Additionally, it’s saying “No refund will be issued at this time” above the Approve button.
This is the second time that this issued occurred, even after waiting a couple days the error message persists.
I tried to play around with all the settings shown in the image, however not successful.

This usually happens when Shopify can’t calculate a refund for one or more items in the return request. It’s often caused by one of these issues:
- No refundable amount available
If the order was already fully refunded, partially refunded, or paid using a manual payment method, Shopify might block another refund. That’s when you see the “No refund will be issued at this time” message.
- Return settings conflict
Check your return rules under Settings > Policies > Returns or under the “Returns” section in the admin. If auto-approval is enabled or return conditions are too strict, Shopify might block approval.
- Inventory or fulfillment issues
If the item is unfulfilled, fulfilled from a different location, or has unusual inventory status, it can cause approval errors.
What to try:
- Open the original order and confirm whether a refund was already issued.
- Make sure the return item is within the return window and still marked as sellable.
- If needed, create the return manually from Orders > Create return. That often works when the self-serve flow gets stuck.
If it’s happening across multiple orders, I’d suggest contacting Shopify Support directly. They can check the error logs and confirm if something’s broken in the return workflow.

Thank you for your help!
I double checked all of your points but it’s still not allowing me to process the return.
The order is fulfilled, not already refunded and within the time frame of acceptable returns.
Additionally, it doesn’t let me create a return from the order details page manually like you suggested as the last point.

That error and the “No refund will be issued at this time” message are becoming more common with the native Shopify return flow.
This usually happens when:

The return wasn’t properly linked to a fulfillable shipment

There’s a disconnect between how discounts were applied and the way the refund is calculated
-
The order is partially fulfilled or archived
Sometimes, waiting doesn’t help much, it might be necessary to manually issue the refund outside the return flow, or reinitiate the return entirely.
