EU small parcel levy

Are there any UK based merchants shipping to the EU successfully calculating the €3 small parcel levy at checkout.

We have a store https://climb-europe.com that uses the ‘Grow’ shopify plan and we use Shopify tax. We have enabled duties and have COO and HS codes set for all products but it’s still not collecting the €3 at checkout.

We use Royal Mail International to ship which supports DDP

We have an IOSS solution and our provider is in Lithuania, but according to Shopify AI that’s not an issue.

Anyone facing the same?

Good news, you don’t actually need a workaround for this, Shopify added support for it this week. Per a Shopify changelog from a few days ago, Shopify’s import tax and duty calculation now includes the flat €3 EU customs duty (per tariff line, on qualifying orders up to €150 shipped into the EU from outside it), automatically, with no settings to change. So the reason it wasn’t collecting is almost certainly one of three things. First, timing: it only takes effect from today, July 1, so if you tested before this morning it simply wouldn’t have applied yet, so try a fresh order now. Second, it isn’t shown as a separate “€3” line, it’s rolled into the total duties amount at checkout, so check the duties figure itself rather than looking for a distinct €3 charge. Third, it only applies to qualifying orders, value up to €150, shipped to a real EU destination, charged per item tariff line, so if your test cart was over €150 or the scenario didn’t qualify, you’d see nothing.

Hi Moeed. That is what I thought, but Shopify is not calculating any duties. I suspect it may be because we use a third party app Calcurates to manage shipping rates and there were no DDP rates set up. I’ve asked them to comment

We have a store for a UK client where the additional EUR 3 is also not added automatically. We have an IOSS number entered. What was missing on our end, was the HS codes (Category on the product detail page). We have just added it for all products. Without it, it might charge wrong, since the EUR 3 is per category.

I can only assume Shopify will enable it in a little bit, but it’s rather late for UK stores that send parcels to the EU a lot

Thanks for the response. We have HS codes on all our products. We’re using 6 digit ones 4901.99. Are you using 6 digit HS codes too?

We are having the same experience, HS Code on products, sending from UK to Germany, duty line shows as 0. If the basket today is over 150 Euros it gives a value (at least did last night). I am talking to Shopify Support about this. When I know more I will update this thread.

It is being referred higher up the chain. I stressed that this will be costing money as we will still have to pay the courier the fee, so will be out of pocket. When I have something more concrete, I will update here. Yep, been a morning of confusion.

I got this from Shopify support which is clearly incorrect:
Your store setup looks correct. The reason the duty is not showing is that printed maps and guides (HS codes 4901/4905) are duty-free in the EU. So the duty calculates to €0, which is the expected result, not a bug.
Luckily we have a product that is a 5407 HS code and that doesn’t calculate duty either

Yeah I checked my stores first thing this morning and was not getting any duties added. Support told me other merchants were reporting the same issue and the tech team were looking into it as it appears to not be working as expected.

Haven’t heard back for about 6 hours now though, so hopefully a fix is due soon.

My cynical brain is wondering if this is a ploy to force people into signing up for managed market$

Their AI told me this “Books are duty-free in the EU. The HS code 4901990000 (printed books) falls under a 0% customs duty rate in the EU’s Common Customs Tariff. This applies to Germany and all other EU member states — books are specifically exempt from import duties.So even with today’s new EU rules removing the €150 exemption, the €3 flat-rate duty does not apply to books because the underlying duty rate for that HS code is 0%. The flat-rate is only charged where a duty would otherwise apply.” - which is wrong

They’re duty/tax free but the €3 isn’t the same as regular duties, an item tax applicable to all product types I believe.

Yep, my proof of success is to see at least €3 on the duties, possibly more depending on the HS code on the variants in the cart

That’s my understanding too SeanieB. The small parcel levy applies to all items. There’s also the additional €2 in France

This is stressing me out, the lack of response from Shopify is worrying. We manage over 100 stores and have spent weeks setting this up - only for it not to work.

I don’t understand why they waited until the day of the rule coming in to effect to “turn it on” - or not… Surely it should have been switched on a week or so ago to allow for parcels arriving from today being cleared?

It’s ridiculous. I’m now being told that Shopify are still ‘rolling this out’ so it might not have reached my store yet.

Seems to be the usual Shopify way, there was the EU Right of Withdrawal, Shopify were rolling out some native functionality (deadline day), which turns out not to be compliant from what I have seen. Of course, Shopify’s usual approach is to switch everything on by default (even if it requires legal approval) and leave it to you to turn off

What’s anyone using for the EU right of Withdrawal as it’s not supported in Shopify natively?

Good news first, it’s not your fault. The €3 fee only started today, and Shopify only added support for it a few days ago, so early bugs and delays are normal right now.

A few things to check.
Clear your cart and test in a private browser window, since old cached prices can hide the update. Make sure every single product has both an HS code and a country of origin set, since even one missing item can quietly break the calculation. And don’t worry about your IOSS provider being in Lithuania, since VAT and this new €3 duty are handled separately.

Your setup looks correct overall, so this is most likely just a delay rather than something wrong on your end.
