I want to offer free shipping after $150.00 but I don’t want to include freight in the $150.00. Any suggestions on how to do this?

This will work well if you have separate Shipping profiles for freight products & other products. And then based on your requirement you can add shipping conditions based on the shipping profile/class:
Shipping profile/class: Other products
Shipping condition: greater than $150> Free shipping
Although you can set shipping profiles within Shopify however when using multiple profiles often leads to combining rates at the checkout. If you are open to using shipping solutions then this is easily possible with PH MultiCarrier Shipping Label. Attaching a screenshot for a better understanding:
