If the free shipping is showing up, but it’s also showing other paid shipping too – then that’s to be expected.
It’ll show all available shipping rates at checkout, so even if the order qualifies for free shipping, it will still show the paid options in addition to the free shipping rate. It should auto-select the cheapest rate though (ie. the free rate), by default.
If the free shipping rate isn’t showing up at all, then you’d need to provide some screenshots of your shipping profiles + zones + rates … so that I can try to guess what’s going wrong.
