I have nearly completed setting up a Shopify site for my gift hamper business. My designer has just informed me that I need Shopify Plus ($2k per month!) to be able to allow customers to add a gift message and a different recipient/delivery address. Is this correct or is there a cheaper solution?

That doesn’t sound right.
In my online store it is default behaviour that a customer can enter a different shipping name and address to the billing name and address. I was using the basic package for quite a while and it had this functionality.
I’ve recently tried a few gift-note / wrapping app and settled on using the following on my own site: https://apps.shopify.com/wrapin-gift-wrap It is only a few $ per month.
