The common issue with new merchants is setting up a Google Merchant Center account without checking if the website is complaint, this is such a common issue, that I have talked about this many times with my Google contacts, and they all agree, but don’t want to implement a solution for new merchants.
For example, I would have a forced checklist for the basics before you can submit your feed, which alleviates most suspensions.
