Not sure where you are seeing this, but Google Ads, at this moment in time, has only 1 UI, unless maybe you are using smart mode, which is a more limited version of Google Ads, and you should switch to expert mode.
In the lower-left corner of the Smart Mode interface, look for the Settings or Tools option.
Click on it to open the settings menu.
In the settings menu, select Switch to Expert Mode (it may be labeled slightly differently depending on updates to the interface).
Confirm your choice when prompted.
