Having trouble with Facebook chat plugin installation, any ideas?

Hello! I have been having issues installing the Facebook chat plug in. I did step by step with the instructions given, but when I refresh my page, the plug never shows up so I don’t what is going on, any one have ideas to share, thanks a bunch!

i did as per the instruction but it is not working.
