As correctly mentioned by @Rein it is not a good idea to buy backlinks. However, you can follow the steps mentioned to gain backlinks. Also, make sure that you get backlinks from websites that have higher domain authority. This will help a lot.
As far as I know, this is still relevant. I would say that the SEO field as a whole somehow violates Google’s policy a little bit, which is constantly changing, often in order to promote links to their sites, people do things that are not quite “legal” for Google. I know that copywriters are often hired to promote this links. To do this, they write texts in which they mention sites that need to be promoted, and Google does not approve this, so if you do it wrong, the site will even become less in demand when searching. Therefore, SEO companies try to be as careful as possible to extract only profit. If you know how to use backlinks correctly, then everything should work.
