I am trying to hide the page header and page title for a specific page ONLY when the page is viewed on a mobile device.
I have seen several responses on how to hide the header and title, but none addressed specifically how to hide these elements on mobile ONLY.

what is the template that this page uses? And only this page uses it?
default page. no there are other pages that use the default.
if you want to hide it ONLY for this page, I’d recommend creating a different template so that you can insert the code for that in there
