The freelancer I am hiring said they will create an account login and then build the store. Once complete, they’ll give me the login information.
Is that the standard process? Or are there red flags there?

This is standard procedure for Shopify Partners & Experts as detailed by Shopify itself: Creating development stores · Shopify Help Center. That way you don’t have to pay for the plan until the store is finished.
