Your question is a great one and one that does come up from time to time. At this moment in time, the checkout cannot be edited in such a wayas this code is not made accessible for security purposes. However, there are some workarounds as mentioned in the thread shared by @SetuBridge_1 below.
What kind of information are you trying to gather from your customers with this? If it is the case that you need customers to add notes for specific products, then you could also use an app like Infinite Options here.
