you can implement that by allowing your customers to contact you to let you know their price and once you and your customers both are agreed on a price then you can either create a discount for that customer for that specific product and let them know the code or
you can yourself duplicate the selected products and create a draft order for them and send the invoice to the customer for agreed rates.
OR
you can go with an app that let your customers type the price they want to pay for your products
