Hi! How do I Activate “create from tempels” button because nothing shows up form me for the refund policy Terms and Service, Privacy Policy. How can you help me ?

I appreciate the context that you have shared with us as that is very helpful! By any chance, are you experiencing any specific error messages?
When you navigate to Settings > Policies, you should be able to create a template for the Refund Policy, Terms of Service and Privacy Policy by selecting the option Create from template. I took a screenshot from my test store to show you the section I am referring to:
If you are attempting to create a template and it is not displaying in the text box, my suggestion is to try to clear the cache on your browser. In some cases, clearing the cache can fix mirror issues that you may experience in the Shopify admin. If the issue persists, I would suggest trying a separate browser. For example - if you are using Safari, try this action on Google Chrome.
