I previously opened a Google Merchant Center, but now, after a few months, I want to open a Manufacturer Center as we are also engaging in wholesale. However, Google has not confirmed my application for the Manufacturer Center, stating that I cannot open both the Google Merchant Center and the Manufacturer Center for the same company.

I have heard this before, and the issue is that whoever reviewed your request did not have enough evidence that you are the manufacturer.
