How can I add a custom message to my checkout process?

Hello together, since Shopify has no interest in implementing a solution for EU wide sales with VAT Nr. checks and therefore VAT free sales, we want to include a message in the beginning of the checkout dialogue, informing the customer about this fact.

B2B customers in the EU need to order via E-Mail and not through Shopify (Very dumb solution, but shopify’s own fault here, not making any profit of business customers from us)

Is there a way to customize the checkout in that way? Adding a message somewhere?
