How can I add a new element to the Shopify admin UI?

Hi all,

I wonder if there is a way to add some element to Shopify admin UI.

For example: Add a New Button to Order list page.

Select “Templates” > “Add a new template". Choose the type of page you want to customize and give your new template a name.

Where is the “Templates”?
