How can I add a scrolling effect to my drop down menu?

Hello all. I’m trying to add a scrolling effect to my drop down menu (I dislike the Mega Menu’s on this theme), but the drop down menu doesn’t scroll like I thought it would. I want to be able to scroll down the menu. I’ve attempted to fix it but nothing has worked. Please help?
