This isn’t a native feature of the Shopify Checkout yet, however there are third-party apps that will help you out with this.
You can look at using this customization app to add a “Terms and Conditions” check box to your cart, and then change the language to suit it to what you’re wanting to set up. We have an app here that can do the trick!
There is also an app called Required : Cart Page Fields that allows you to add extra fields on the cart page so you can potentially use this.
