It’s difficult to know how to make that exact page style without knowing what theme they are using or even what platform they are on. It could be customised but it might not be depending on how they’ve built their site. I took a look at the store you linked and the theme it would be most similar to would be Streamline, but I can’t say for sure.
Because of this, the best way to know how this page got created might be to reach out to the store directly and ask them?
The other way could be to speak to a Shopify Expert to help you customise a page like this as a small task if you wanted to go that route. There is also an app in the Shopify App store called Shogun which is a custom page builder which could also help you achieve this.
